You have a number of options here.

If you website is hosted in shared hosting, you have to ask your hosting company administrators to install all necessary packages. They can simply follow installation instructions found here: http://www.greensql.net/howto
(You will not be able to install these packages because it requires administrative privileges.)

In case you site is located in dedicated server or virtual server, you must have root access to the server. You can simply ask the support department to provide you with shell access to the server and install it using the required installation steps.
